JON M. CAPACASA - BIOGRAPHY
Jon M. Capacasa became Director of the Water Protection Division in June 2003 after serving as Acting Director and Deputy Director since 1999. In this capacity he serves as the director of Clean Water Act and Safe Drinking Water programs for the Region and works to integrate over 15 water programs with a focus on watersheds, partnerships and measurable environmental results. He previously served for nine years as the Deputy Director and Acting Director of the Chesapeake Bay Program Office and assisted in the formation of the new Bay Office. He initiated the process for the drafting and adoption of the landmark Chesapeake 2000 Agreement in June 2000. He also led notable efforts to create the Environmental Indicators network for the Chesapeake Bay, served as the Agency lead for the restoration of the Anacostia and Elizabeth Rivers, has promoted Low Impact Development approaches to urban and suburban development, and led notable NPDES permit renewal efforts for the Washington Aqueduct, Blue Plains, Bethlehem Steel, PH Glatfelter, and Hobet Mine permits. He has 31 years of experience with EPA, a registered professional engineer license in PA, a BS in Civil Engineering from the University of Pittsburgh, and conducted graduate studies in environmental engineering at Drexel University. He is a recipient of the national EPA award for “Lee M Thomas Human Resources Excellence in Management”, Regional EEO Award, “Unsung Hero of the Chesapeake” Governor’s award and a graduate of the Federal Executive Institute. He and his wife Helen have two girls and enjoy time at the Jersey shore.
