MORRIS FINE - BIOGRAPHY
Morris Fine is the Director of Air Management Services, a component of the Philadelphia Department of Public Health responsibile for the air resource management program for the City of Philadelphia. Appointed to the position in 1998, Mr. Fine gives leadership and direction to a staff of approximately 85 individuals comprised of engineers, chemists, computer specialists and administrative staff. Air Management Services provides services to residents and businesses including permitting of air pollution sources, compliance inspections, complaint response, asbestos control, noise and vibration enforcement, and the operation of a citywide air monitoring network.

Prior to his appointment as Director, Mr. Fine served the agency as the Program Services chief providing assistance to the program director for strategic planning and systems development. Prior to that he headed the agency’s Hazardous Air Pollutants section where he provided leadership for the development and implementation of the Philadelphia Health Department’s Asbestos Control Program. Mr. Fine serves on the executive board of the Mid-Atlantic Regional Air Management Association, and is the Chairman of the Philadelphia Diesel Difference Working Group, a public-private partnership to advance the use of clean diesel technology in the Philadelphia area.  Mr. Fine holds a Bachelor of Science degree in Mechanical Engineering from the Drexel University.
